WHY IS THE TRANSFER MARKET SO POOR THIS JANUARY?

It was always this way that the January transfer windows are very poor, one reason is that the best footballers in the world will be available only in the some transfer window, so now most are done on a long or a short loan deal. Another reason is that clubs have to now balance their books according to THE FINANCIAL FAIR PLAY RULES. So now for example Chelsea must first sell their Brazilian midfielder Ramires, before even buying anyone else , so both P.S.G and Bayern Munich are keen to buy him, but time is running out fast. And honestly signing a footballer in the january transfer window is a risky job you see.
